I would rather have it in St. Pete as a cottage city, but my production city is the Confucian holy city.
So far I am very happy with my progress. I've locked one religion, and got early access to forges. Sometimes getting lucky really helps. I got a scout and warrior from huts. Getting writing and bronze working, is what locked getting the religion. Now my challenge is to get 9 cities built. The AI borders are very close, and I don't see the food for 9 cities close by. I grab the silver site.
It will never be a great city, but beggars can't be choosers.
